No, not the washing machine. Definitely leave it hanging. I just climb right into the shower and spray it down with Lysol Mildew Remover with bleach, then rinse it off and it comes out fine. That both cleans it up and leaves it looking fresh and white again. But face reality, those cheap plastic shower liners are really only made to last for a year or two. After a couple of years, just throw it away and replace it.

This is the quick way :
Fill a bucket with soapy water. Stand inside the bath (if you don't want to take it down) and with a big kitchen sponge with the abrasive on one side rub it all down holding it close with your other hand. Rinse with shower sprinkler. This is the easy way as all the water goes into the bath. You can also use any good spray like 409 too.
Also I always have two sets of shower curtains for each bathroom. When I take one down for washing I replace it with another. You can spread out the shower curtain on a table outside. Wash and scrub down with a bristle brush , rinse with water hose or bucket of water and hang to dry outside.

If buying a new one isn't an option,
Remove from the shower rod.
take outside on pavement or cement-if you do this in the grass you will have grass all over it.
Spray down with a hose on medium shower.
Use Simple Green or Dawn.
Let set for a minute or so.
Spray with water again and then use some sort of "brush"
Spray again, final rise with water.
Hang back on the shower rod to dry!
Simple Green does do the best work and it doesn't have any harsh chemicals in it.

The washing machine (delicate cycle or permanent press) would clean it the best, and will not usually harm it in any way. It won't even be wrinkled if you get it out as soon as the machine stops.
Otherwise, since you don't want to use the washing machine, you could soak it in the bathtub: first, in plain water, second, in soapy water, third, in water with fabric softener (just to make it smell good, and get the soap out.
If it is really dirty - or has any mold, etc - you could use something stronger to clean it, say Mr. Clean, etc.

You can take it outside, spray it down and then hose it off. Never done a shower curtain before but this works well with mini blinds.

Hang it in the bath and clean it with a soft brush or a cloth, using some mild washing fluid. Then rince under running water, not too hot, just any temperature you would wash your hands.

After many months of soap scum buildup I soaked the shower curtain in the tub in water mixed with vinegar to breakup the soap scum. I rinsed it off & then soaked it in the bathtub in a water/bleach solution. Rinsed it off & reused it.
It's easier to buy a new one & use the old one as garden mulch.

Wipe it with Lime Away. It will eat everything off without having to scrub. Just spray it and let it sit for a while. Then rinse it clean.

my mom uses a bucket of undiluted clorox and a scrubbing brush. Dip the brush in the clorox and scub on curtain. It works.

I personally would just purchase a new one, they are not expensive and WAY to much work to try to clean.
If I needed to clean it immediatly i.e. family over, party ect. I would use Lime Away
