Put together a business plan (include a written endorsement from the college whose students are going to live in the dorm) and start looking for an equity investor to put in about $250K. When the equity investment is arranged, go to the bankers and get a loan for the remaining $450K.

You're going to need a commericial lender who provides jumbo loans for this time of funding. Search for commericial lenders and ask if they fund for these types of structures. The best you can do is call around. Try a company called "Commericial Direct" I used to work at LendingTree.com (mortgages, refinance, etc) and Commericial Direct was who handled our commericial loans.
