If it's cotton like it's not ich, it's a fungus and can be treated with a remedy available at the place you bought the fish or any pet store for that matter. Ich looks like little grains of salt all over the body, not cotton.

Ick is from parasites. There is a fungus that will look like cotton. Do a 1/4 water change, and add Bynox and also Parasite Guard. Follow the dosages directions on the bottles. And do the treatment twice. It will say you can do one or two. With the fish this bad, a second treatment is for the best to make sure the problem is cleared up.

i dont know if thats a fresh water fish, but if its salt, you can try a fresh water dip. its really hard on the fish, but it will kill a lot of parasites.
get a bowl of water, the same temperature as the tank, and put in a little baking soda to get the pH equal to the take. put your fish in there. for no more than 3 minutes tho! its going to panic and freak out and might not survive the stress, so keep an eye on it. if it looks like the breathing is too labored, put it back in its tank asap. we had do to that once for our fish because the water we got from a cheap pet store had parasites and got to our fish. thankfully we didnt lose any, but it was close

It is a fungus. You should use a seperate tank to treat your fish. You can find medicine at a pet store to treat him, but if you wait to long there is a high possibly the fish will die.
You don't need to change the water more than once a week, so 3 days is fine, it wasn't caused from that.

if you try the ick gaurd and it doesnt work, there may just be build up on the fish. almost like hard water build up in your shower. the fish could also be allergic to something you may have used to decorate the tank with. try taking all of the sand or colored rocks/ statues out of the tank and just put the fish in with some water and use the ick gaurd treatment again, maybe it just wasnt getting the treatment like it should have

It's fungus. It's almost always caused by another wound, and is just an infection. There's probably another reason than old water.
