Use WD-40. We use it on fire trucks all the time for tar. Spray it on, let it sit for about 15 sec. then wash it off with a soft rag and some soap.

All You Need to do Is melt a piece of ice on the outside car...then slowly peel it back with your fingers not a knife or anything damaging.

I'd try the WD-40, or else maybe a bug & tar remover.

But don't forget, you can always use a big metal scrapper!

go to autozone and get a can of goop-off it will come right off but will not harm the paint (if you wash the area right afterwards)

you could also use a gritty car polish eg cut n wax.
