They should also dispense water so when you get thirsty while doing laundry a cool beverage would be available.

The ATM is not really intended to serve that need. It would add cost and complexity to the machine, and most people would never use that option, so it's not a good business decision for the bank.
The question you should be asking is, why doesn't your apartment building have a change machine or a credit card reader for the laundry machines?
In the meantime, next time you are at the bank, get ten rolls of quarters, and stick them in a drawer somewhere. That should last you a while. Make the time you stand in line count for more so that you don't have to do it as often.

Some banks actually do have ATMs that dispense change, usually at actual branch locations. The reason that remote ATMs only have $20 bills is that it makes them much, much easier to maintain. It would be a hell of a time-consumer to have to restock an ATM with multiple denominations; it would also mean a lot more stuff for the trucks to carry and a lot more counting.

The machines don't have slots inside for coins, just paper (bills). Change machines convert bills into coins, but ATMs are strictly for dispensing bills.
It's the same thing as why ATMs don't give out dollar bills or fives. They only issue tens and twenties as a general rule. Why? Because they only need 2 slots inside and if you need others, you can see a teller or go elsewhere.

i dont think that most ppl like to carry change, but that would be a neat thing, to have a change machine ont he side of an atm, maybe you should write to whoever does atms lol
