and when is it least effective?

When it take places in evironments not choked with advertising, video games, fast food, riddilin, prozac, "ADHD", violence, and a never ending stream of excuses...
So, if you are american, it may be a difficult propisition

It is certainly most effective when the teachers can string a sentence together without glaring grammatical errors and don't ignore bullying, and least effective when they f*ck off out of the room half the time and let bullying rage out of control.

I doubt any teachers in Fife adhere to these common sense suggestions.

OfSTED view teaching effective when the majority of the class are engaged, experiencing enjoyment of the lesson, behaviour is positive, learning is taking place and the pupils leave the lesson more advanced than when they entered the room.

A view I personally agree with. It is also most effective if you know what you are doing, are well planned and prepared and also enjoy the subject matter you are teaching.

Most effective is when a person is eager to learn. Least effective is when dealing with an ADD doesnt give a dam, trouble maker.

Most effective:
When it takes the individual into account, is relevant to the student, interests and motivates the students, has a purpose, is developmentally appropriate, is based on empirically sound pedagogy, and utilizes all or most of the multiple intelligences.

Least effective:
When it uses "drill and kill," is not individualized, is not demonstrated to be relevant to the learner, is intended as a time-killer or presented as only good for a test, does not utilize the multiple intelligences, and is based on outmoded or empirically unsound pedagogy.
