Possibly. Creating an environment suitable for organisms to live will not spontaneously create life. However, over time, life may develop through the right set of circumstances, and then evolve through natural selection to produce biodiversity, as seen on earth.
With respect to terraforming, some people postulate that we can transform the atmosphere of other planets (mainly mars), to alter the environment there enough to support human life. Nobody knows if this is feasible because it has not been done. To terraform mars would involve the release of tremendous amounts of carbon dioxide in order to create a layer of ozone that would trap heat from the sun within mars' atmosphere. Otherwise, mars would be too cold. The planet would also need oxygen and nitrogen to provide the breathability that earth's atmosphere offers.
Most people believe that it would not be possible to terraform the moon or other planets than mars.

No. The only way would be by artificial means. Pressurized domes and living facilities such as they use underwater. Terraforming is theoretical at best and to do it on a planetary scale would take many many years. It would be a lot easier to just find a planet that already has the conditions necessary to support and sustain life.

There's no question that it's possible. However, it's not financially feasible at this time, and even if it were, you'd have a hard time convincing enough of the People In Power that it's something worth spending money on.

Yeah. There are alredy some plantets that might be capable of sustaining life, or at least in a few hundred years. I think one saturns (I think) moons (titan) has breathable air, but is to cold to live on.
