Are you sure you WANT him back. You are so much better than him. Why not start fresh and find someone who treats you right?

It depends. Are you truly sorry for breaking up with him? Was the grass not greener on the other side? Has some other guy screwed you over and now you want to go back to your ex because it's familiar? Give the guy a break and let him move on. And while your at it, move on yourself!
