The players pick which numbers that they want, and if some one has the one that they want then they can buy it from them.

If a number is not retired or no one else on the team is wearing it, they can take their pick.

It's actually a number for the trainer to remind him of how many ml of steroids they are taken in their cycle. i.e.
smaller guy : Aaron Boone #17 = .17ml
bigger guy: Travis Hafner #48 = .48ml
*****note****I am not saying these players are taking steroids they are only being used theoretically

there is no set way now, only tradtion, like pitchers dony usully wear lower than 10. they used to be given out to people in the order they would bat, hence the pitchers being 10 or above..
