I totally agree with you and I'd add South America on that recipe.
I live in Argentina.
Education is the other option of course, but it takes generations to see the results.
Besides, many people in Africa and South America just have kids to force them to work for them or just beg on the streets.
And guess what? This kids will do exactly the same when they grow up!

They only need to do mass sterilization of the petty dictators who institute socialist policies that keep people poor and starving while trying to ethnically or religiously "cleanse" their little piece of sod.

It's actually just the government. They have so many resources that they can actually be quite prosperous if their governments weren't so corrupt.
