Probably to get attention. Just because they do, doesn't mean they should. Stacey and Clinton on TLC's "What Not to Wear" says that shorter stature ladies should wear skirts just above the knee to give a longer, leaner look. Ladies who are taller can still show off their legs but need skirts right at or just below the knee. They have always said that REALLY short skirts are a big no-no.

Guys who see women in REALLY short skirts that leave nothing to the imagination are not thinking, "wow, she's sexy" they're thinking, "wow, I bet she'd let me get under that skirt"! (Sorry guys, but my best guy friend says it's true of he and his friends!) I'd rather be sexy and classy in soemthing that fits me correctly than have some guy in a bar wonder "hmmm.....how much, honey?" (although, if that's you're actual goal, then to each her own!)

Both sexes are trying to gain the attention of the other and the first step in getting to know someone usually is physical attraction. A girl in a short skirt is saying "Hey you like what you see? Because they feel like it, because its the fashion, because they want to grab attention, because they feel comfortable, because their boyfriends want them to, the reasons are numerous. Personally I don't wear them because I'm very uncomfortable showing my skin in public and because my religion doesn't totally prohibits it but they have teachings on how a woman should dress in order to be considered respectable. However, every woman is entitled to her own decision when it comes to dressing.
