First of all, the term should be homicide bomber. Second, if the are successful, then they are dead. Only God can punish him or her at that point.

I believe a succesful suicide bomber would be one who is already dead and thus no human punishment can be rendered on him. At that point it is up to God (Allah) to punish them.
