Great question! Brinkmanship started with the Cold War and has become part of International politics - primarily because it is the language that some of the extreme leaders understand. Is it desirable? No. Is it necessary and effective? Sometimes.
We can hope the North Koreans and Iranians will not require it, but it is a matter of whether it will be a needed step or option to avoid military action.
