I don't have clue as to who to approach and Yahoo / Google searches don't make it any clearer !!

Where can I find out what is allowed and what "kitemarks" or "CE" marks are required by law ?

The CE mark is a manufacturers/ importers decleration that a product meets the EU directives for safety, health and the environment for it.

The CE mark means that you have made/imported a product which meets EU directives related to it.

For someone who knows what they are doing it won't take a long time to verify the product and identify the required directives, but for someone who doesn't it will take ages. It may be worth getting a safety consultant in for a day just to point you in the right direction.

As far as I know it isn't policed or inspected, like a standards agency would. If something goes wrong though and you are found to be negligent, well then you're in trouble.

Call the chamber of commerce. Generally there are the following important laws in this situation:
- safety of the consumer (so equipment should be tested in some way and probable some test-organisations are recognised some not)
- the EEC law regarding the disposal of electrical equipment. I do not know the details of that.
- Just generally contract law - which comes down to the fact that buyer and seller need to agree on price and product.

Hi..
You need to get real RoHS and CE approval certificates from exporter / source . As we don't know country of export , it's difficult to give you further details of where and how to get them tested/ approved and the cost if they ask you to bare etc..
