Tell you sister-in-law that you're MARRIED. To her SISTER. And if she wants her sister or you to be remotely happy that she should just.. go find someone else.
I think if the sister-in-law keeps fondling you and telling you that she loves you that you should tell your wife..

Tell your wife. You aren't responsible for your sister-n-law, but you are responsible for protecting and loving your wife. Your wife already knows (or has a feeling) any way. Make it about the two of you and reassure her.
