My daughter who is 10 would love some ideas...any would be greatly appreciated...

if you have access to a paper shredder (NOT a cross-cut!) with a reverse....u can use paper....but plastic lasts longer (colored shopping bags....or sheets of pliable stuff found at michaels or craft stores)anyhow....
.USE SAFETY HERE...
.put the stacks of preferred materials into the shredder but STOP with about 2-3 inches and hit the reverse button to remove... (it should be fringy like).from here (after you have the desired volume of fluff.... tape or clue the seperate "pages, bags, or sheets so they are stationary...use 2 paint stir sticks for longer handles....or cut them in 1/2 for shorter handles;(i would use the small contoured bottom portion and discard the top portion)..
attach the cut part of stick to the 2-3 inches left of non shredded material with colored duct tape to match the pom color.......you can make multi colored poms using different colored plastic... you could also try to make some real short layers throughout the poms to make more volume...good luck

Go to the nearest craft store to your home. Find some ribbon or yarn and cut as many strings as you can and make sure they are the same length. Once you have enough yarn or ribbon, you take a piece and wrap it around so it folds the other strings in half. I don't know what you can use for the handle. You will have to ask someone else about that.
