In a pack of 28, there's 7 pills that don't have medicine in them and are often called, "Sugar Pills." What is really in them?

The seven inactive pills in a 28-day cycle oral contraceptive contain no active hormone. Depending on your prescription, some of the will contain elemental iron (estrostep fe, microgestin fe) or otherwise just contain lactose; a filler. The point of the placebos -besides allowing you to have your period- is to keep you in the habit of taking a pill everyday so that you are not confused when you should start taking the active pills again.

The other pills have filler (stuff to make the pill large enough to take), binder (stuff to make the ingredients to stick together), wax (outer coating), dye (colouring of the pill) plus the active ingredients.
The pills you ask about don't have active ingredients but have the rest.

depending on what kind of pills you have,it could just be iron...your body loses a lot of it during your period. You could also read the patient information that comes in your bag when you get it filled. You could go to the pharmacy you get them from and ask for the information printout for your b.c pills.
