Two possibilities.

1. The cable is lose at one end or the other.

2. Monitor death.... get a new one. I recommend that you look at http://www.newegg.com and look at their deals on an LCD Flat panel monitor. I just bought a 19" for $210. It is totally awesome.

The monitor needs to be Degaussed.
My dell monitor has a series of 5 buttons on the lower left-hand corner
Press the center button on the monitor to bring up the monitor menu.
On the monitor, press the button with the down arrow button until you get to the options menu then press the right arrow button.
Press the right arrow button on the monitor a few more times to degauss.
Leave the monitor be for a few seconds and the menu will go away on its own.
This may need to be done a couple of times a year.

Check to be sure that the connection to the back of the PC is not loose, and that none of the pins in the monitor are bend. If all that is good, then you are probably looking at an issue where one of the "color guns" in the monitor is going bad and you will need to replace the monitor. (Cost to repair will be as much as a new monitor).

Check the connection and make sure it is secure. Sometimes they will come loose and you lose one of the color channels.

Otherwise it may be that the monitor has gone bad - you can verify by plugging the monitor into another PC.

The above suggestions are all good ones, but also make sure that you do not have any strong magnets anywhere near your monitor. That'll really make it look strange. This includes unshielded speakers. They'll hose up a monitor in a heartbeat.

test your monitor on another computer to verify that it is working.

test your computer with another monitor to verify that is not the graphic card.

if it's the monitor verify that the cable is not damaged. If you have a LCD monitor you can also trying changing the cable.

After this you know what's wrong. If your PC is under warranty you should not have problems.

I had the same problem with my Sony monitor, and the OSD didn't work either. It seems it may be the power supply or the cathodic tube. Either go to service and fix it or buy yourself another monitor.
