This is not really an answer to your question, but more of a lecture to some of the responders.
Hey, give this guy a break. He is probably confused about what a hot dog is. And he probably sees celebrities (Paris Hilton, Jessica Simpson, etc) buying their pets million dollar collars and designer bags to ride around in, and thinks Americans do love their pets more than their children. Another thing to consider, English is probably not his first language and he is trying to ask the question the best way he knows how. Anyone who has taken a foreign language can tell you forming questions is not always easy. Lets be just a little nicer next time.
(and before you ask, no I am not a liberal or a hippie I just happen to know that it's difficult being from a foreign country and trying to ask simple questions)

Yes, we sometimes call dogs "Doggies" or "doggys".

We do eat a meal called Hot Dogs. BUt of course it's not really made out of dogs. It's just processed pork, beef, and/or chicken.

People in the Americas don't eat dogs, they eat hot dogs- a sausage made of any kind of meat from any part of a cow, pig, turkey, or even chicken. A number of years ago horse meat was also used.

People, usually those without children, lavish a lot of money and attention on their pets. Some very wealthy and probably selfish people spend large amounts of money for luxuries for their dogs. and so many starving people in the world!
