Well that is precious little to go on, but I hope this helps:

There is a Phil I. Coleman. He was an Eagle Scout in the former Chisholm Trail Council. He earned his Eagle in 1965 and was in Haskell Texas at the time.

If this is the Phil you know, then you earned your Eagle in 1982 and were in Abilene Texas at the time!
