A spring balance is a mechanism for weighing things that uses a the stretchiness of a spiral spring to measure the weight - when you hang an object from a spring, the farther down the spring stretches, the heavier the object. These balances are not considered accurate for very fine measurements or very light weights.

A spring scale (or spring balance) is a weighing scale often used to measure force, such as the force of gravity, exerted on a mass or the force of a person's grip or the force exerted by a towing vehicle. This force is commonly measured in newtons or pounds-force.
Many spring scales are marked right on their face "Not Legal for Trade" or words of similar import. Some spring scales can be calibrated for the accurate measurement of mass in the location in which they are used.

A spring scale is really an analog instrument which measures the gravity force of a mass . A mass is measured in kilograms . The gravity force experienced by a mass is called weight ,and is measured in Newtons.
A balance scale measures mass in kilograms regardless of its location and gravitational acceleration.
The spring scale measures the gravitation force and depends on location and gravitational acceleration of a mass.
Therefore in order to measure kilograms it needs to be calibrated
depending where it is located and used.,since gravitational acceleration varies at different parts of the earth.
