if you get a reply then it means you have a connection
if you ping by name it means name resolution is also working
the performance of the connection is shown by the response time which ideally will be under 10ms - if it is very high then you have network traffic problems
tracert tells you if your routers are working or the point at which a connection is failing

Ping just means that the server you're "pinging" is up & on the network. Tracert is used to determine how many hops it takes over the network to get from where you are running the command from to the server you're trying to get to.

Ping measures latency. or, the time delay while your system waits for the Server to answer your call...
80 to 100 ms is maximum acceptable lag or latency on most Internet Provider plans. I run 8 to 15 ms, as Fiber Optic cables start about 800 feet from my connection.
Also, this measurement is NOT the through-put of data measurement! That is measured with a test of a download, upload of a large file, with a server. Many free tests are online.
The internet works BEST in Unix and clones... FreeBSD, as is used by Yahoo.com, or, Linux as is used on 15,000 servers, at Hotmail.com and at Microsoft.com, or, the 100,000+ servers running Linux Clusters at Google.com.
I run Linux, and noticed all the specs, are poor on the connected single Microsoft XP Pro machine (same hardware, have moved the OS around on systems-it is ALWAYS SLOWER e]ven though it is tweaked to the max, adjusted MTU, etc.), on my network, of 80 systems.
Yeah, Linux runs about 8 tiems faster, in everything it does, compared to Micro$oft!

On a local area network, usually under 10 ms ping time on the same subnet. Net to Net 100-200ms is fine. Above 500 ms and things are really starting to slow down. Generally speaking. Your milage may vary.

pining is way of seeing if there is communication between nodes
tracert will give you the hop count basically how many routers you are going through before you reach your destination
it is used to determine where bottle necks are in a line of communication
