There's no way to know this from the information provided. You and your boyfriend need to visit a fertility specialist if you want to determine his sperm count. However, I can tell you that sperm are extremely sensitive to heat. They can not exist for long at normal body temperature. This is why the male's testicles are in a pouch (scrotom) which resides outside the body. This external location keeps the environment a few degrees cooler to maintain sperm integrity. There is a possibility that the burn could have affected his sperm count temporarily, but if there is no actual damage to the organs, then it is highly unlikely that there will be any permanent problems.

Great, he was lucky.

There is no reason for his sperm count to be altered. It seems to have affected only his skin. His testes will be fine.

It doesn't sound like there would be any long-lasting problems; like the guy ahead of me says, it sounds like a temporary problem, but if you want to be certain go to a fertility specialist. (I'd pick that guy ahead of me for best answer there! Too bad he got here before me. Ha ha.)

Shouldn't do but a simple test will find out.
