No, look closely at the inside of a toilet bowl when you flush it. Notice that there are jets that deliberately cause the water to rotate in a particular direction. The direction of rotation depends on the model of toilet.

the water DOES swirl in the opposite direction than it does in the northern hemisphere.....

duh, didn't you watch that eposide of the Simpsons. Due to the magnetic pull of the earths bottom sphere, the water turns clock wise because they are on the bottom of the earth.
