Nullsoft Installer is a nice program for creating installation packages:
http://nsis.sourceforge.net/

It won't turn your php scripts into exe files if that is what you mean, so the user will still need php.

Most php scripts just use a zip file with instructions, which is not a bad alternative imho.

Since PHP is a scripting language, and not a compiled language, it can't be compiled and run without the PHP engine.
