If you mean that your laptop mouse if the TOUCHPAD, and the mouse seems to move on the screen by itself.... I would suspect that you have trouble with the touchpad. You are DOOMED.
I had a DELL notebook with this problem. We sent it back to DELL for repair, and at first it seemed better. But within weeks, it was doing the weird stuff again. The whole mechanical design of the keyboard and mousepad stunk. (just one of the many reasons why I don't ever recommend DELL as a laptop supplier). Next time, GO WITH TOSHIBA.

if it is a ball mouse, you can try taking it apart and cleaning out the dust, if this does not work, get a new mouse that works with a laser, these are the bomb.. If it is a laser and is acting up, ya better get a new one..

I'd try... going into device manager.. and un-installing it... and re-installing it...
If it's a "ball" mouse... clean the rollers.
