The answers are numerous. I can only speculate, since each person may have their own rational. Some of them could be:
1. Religious reasons (shouldn't have sex until marriage)
2. Haven't found that special someone yet.
3. Shyness
4. Uncertainty of their sexuality (don't want to choose m/f before they decide which they are attracted to.
5. Fear of disease
6. Low sexual libido
7. It's not a "priority", for them
8. Too involved in their career
9. Consideration of celibacy
10. Consideration of becoming a priest/nun
For me, I waited because I felt that my virginity, was such a special "gift", that I didn't want to give it to just anyone. I had opportunities/temptations, but it never was the right time/person. When I did give it up, my partner knew how special she was.
The important thing is not to judge someone' reasons for do it. You reason for losing your virginity is just a valid/meaningful as their reason for remaining a virgin!

Well... I am 22 and I'm a virgin... I am not really waiting for marriage, as that will come eventually. I haven't even got a girlfriend yet. You could say that was because until 4 years ago I didn't have any social skills, and since 4 years ago because I found something I really like (my profession) and find someone really good to lose virginity with. That's because I don't plan to lose it with the first one that appears, otherwise I could really have spent my money on a hooker.

Well, you're looking at one here. Nothing strange about it really. I'm getting rather elderly now (68) and my generation were not obsessed with sex as perhaps they are nowadays.
After leaving university I went to Africa exploring the Umpopo region and was lost for 6 years. I ended up living with the pygmies and I am afraid that however friendly they were, I didn't really fancy any of the ladies. Here's a picture of me when I was rescued by the expedition set out to find me.

On the return journey to England on the boat I met a delightful young lady named Dorothy who was the daughter of the British Ambassador to Upper Toga Gowandland. She was absolutely beautiful and love struck me like a pygmies' dewana club across my head. I eventually I plucked up the courage to ask her to marry me and she agreed.
12 months' later were married at Dungle Parish Church, and it was not until the honeymoon night that I lost my virginity.
That's just the way things happened then

my brother waited, but he was shy, he did not have any social skills. I think most people who wait, because they do not know how to get to that stage. They all say I wanted to wait tell I get married, but really most just could not get laid until then. a small % might actually want to wait. But most are to goofy to get it before. Just my opining, dose not mean its right. But why put off something so great?

they are waiting until they are married thinking that thier version of god is going to strike them down with a thunder botl. When all that really happens is that they feel tremendously guilty for a long time, even after they have been forgiven.

The way the world is now-a-days, why take the chance. Sex, like speed, kills.
