He tries to have the chip removed in the 5th season, in the episode "Out of My Mind" but it's unsuccessful (the doctor pretends to remove it but doesn't).
After the chip begins malfunctioning in the 7th season, Buffy helps him get it removed in the episode, "The Killer In Me." She asks Riley to help Spike and Riley winds up getting the Initiative to take the chip back out.

i cant remember the episode name but the government did it( the group riley was in) in the hospital because it was goin defective.
