1) The term PAX is used in travel industry, when referring to a person.

2)Blackout dates or blackout periods reffer to dates on which tickets or certain fares are not available. Blackout dates usually coincide with holidays and peak travel seasons.

I do not know about number one but a "black out date" is a specified time period that you cannot rent the car. For example, you cannot redeem a voucher for a free car rental on a "black out date" when ever those may be. They are set up by the rental car company usually during peak business season.

First one, in that context, "pax" means persons. The other, no idea.
