Both are important. If the systolic is dangerously high, for example, it doesn't much matter what the lower or diastolic number is. You could still stroke out or rupture an aneurysm if you had one.

If your systolic is only a little high, but you diastolic is very high, say around a hundred (you want it to be 80 or less normally) it may be pretty dangerous also. DIastolic pressure is as low as it goes, so if your diastolic pressure is high, the whole pumping system is always under too much pressure.

The safest thing, of course, is to keep both numbers in normal limits. Even a slightly elevated pressure over time can damage many body systems.

Your Systolic (upper number) goes up and down with exercise and activity. The Diastolic (lower number) of the Blood pressure reading is the "resting stage" of the heart. If this goes up than the heart is not resting properly and therefore you are subject to further complications including stroke and heart attacks. IF the Systolic is consistently high however, you can also be in trouble. You should have your BP monitored on a regular basis and if changes occur, you should see your physician as soon as possible.
