Is there any evidence that a clerical cadre got a promotion after doing Ph.D working under the Govt. of India?

I Joined at Doordarshan Kendra Kurseong through Staff Selection Commission as Lower Division Clerk . Till now I am working as Lower Division Clerk working at All India Radio, Siliguri. Is ther any instance that any Clerk under Government of India who did Ph.D , got a promotion or other benefits ? Needless to say I did Ph.D in Applied Geography during my Service life with taking due permission from the Authority. I am forty(40).
