They should be the same thing, just named a bit different. When you go into counseling, if you are getting a BA in it, you learn all methodology/theories. And then you kind of pick out what approach you wish to take towards your own clients. But, I think that most states require you to have a Master's Degree in Counseling. If so, when you get your MA then you choose much more specifically what you are going to study and what approach you wish to specialize in and learn more about.

Also, the only difference I can think of between the two is that counseling psychologists would have a MA in psychology and the counselor/therapist, would have a MA in Social Work.

It is also my personal opinion that social work is easier to understand than psychology.

But either way, you are still getting to be a therapist/counselor which is what you are called if you major in social work and go the direction of counseling or if you major in psychology and go the direction of counseling... (VS research or other areas of employment)...

You're really asking a question that takes a major and a master's to answer. Studying to become a counselor includes a lot of study about different counseling approaches. Psychologists, social workers, ministers, school counselors, and other counselors each might have similar emphases to each other.

Psychologists get more training. Almost anyone can become a counselor/therapist. But there are different levels of psychologists too, with some trained to understand the theory and research behind it all, and others just trained to use basic techniques.

a Counseling Psychologist usually has a PhD. In New York State, you can only officially be called a Psychologist if you have a PhD.
