I have a second pc to use for back-up in case I need it and I want to store it to keep dust out. I was just wondering if this will be safe for my pc.

There is such a bag is availabe in the market that is called the dust cover, you should be able to buy it for not more then a doller. Make sure that bag is not transparent and it lets at least some air to get in. Also, another thing that you should be careful about, there is a battery in the motherboard to keep the bios settings alive, if the charge of the battery runs out then your bios would be reset to default settings. If you don't wish that to happen then you should start your computer at least once in every month.

If I were you I would store it under some type of breathable material like a sheet or something. Plastic is not breathable and condensation will not be able to escape the bag and could possible ruin your computer.

i wouldn't..if moisture gets in it will stay in and reek havoc...i would go to a comp store and get a breathable nylon-one or if your sure it will remain dry(meaning no physical water) a white cotton sheet wrapped around it
