Pele, of 'cos.
He did not win in 1950 as earlier answer "Lord" said....Brazil lost that painful final at home in that final match of final round to Uruguay 2-1 despite leading 1-0 at one stage. Even though Brazil thrash other Sweden 7-1 and Spain 6-1 in earlier 2 matches of final round. The 1950 format was different where they did not have a Final KO match...instead they had of final round of 4 teams which play each other in round robin format (Each Team plays 3 matches) and Uruguay topped the final round group with 5 pts while Brazil had 4 pts (under old system where win is 2 pts and draw is 1 pt).
Besides 1958 and 1962, Pele and Brazil also won in 1970 and NOT 1950.
