"Consulant" is a generalised term. Even a Doctor can be a consultant. Advocates major income is from Retainerhips only. Though these people are consultants as well as work on Retainers neverthless they are not liable to pay any service tax.

Yes, consultancy and Retainership services fall within the purview of Service Tax Act. You will have to get yourself registered with Service Tax authorities, charge 12.24% (12% + 2% Education cess) to customers and pay the tax to government.

Service taxes are to be collected from end users by service providers and deposit to government. It is an indirect tax and service providers have no role in it except to collect it and deposit to government. Even prepaid users pay service tax. How much profit they may be making, it is not for operators to pay this tax.

you have not mentioned the industry to which you would provide services. but for most of the services you will have to pay service tax.
