how do we know that person is who they say they are?

You could always try 'Googling' the person, i.e. type their supposed name into Google and see if you get any information about them.

Well apart from taking their work for it, which on here isn't always a very good idea, you can ask them for a phone number and give them a call.

I suppose the question that comes to my mind is why do you need to know if someone is really who thy say they are?

Will it make any difference if they are not who they say they are?

Will you no longer continue to talk to them if they aren't who you think they are?

Look if you can talk or chat with them via the net then isn't that enough?
If it isn't then why isn't it?

The only way you will find out who the person really is, is if you can some how get their address and then check them out, I just can't understand why you are so interested in who a person really is.

Basically you can't. It depends, though, what reasons they might have for concealing their identity and what they are concealing. That depends very much on the circumstances in which you met them and what they (and you) are hoping to get from the meeting. Your question is really so general that it's impossible to give a proper answer.

We often have an intuition that something is not quite right. It is best not to ignore that feeling until you can prove it unfounded. Often people do not intentionally conceal something but will freely tell you what you want to know if asked. One needs to be a little cautious with online questioning, though, because it is easy to type a lie - not so easy to say it on the phone or face to face.

ask to see id or if they haven't got any and you want to keep your investigation low key ask the questions like their birthday then star sign and see if the starsign matches the birthday, how many siblings they have, then ask again later to see if the number changes. Ask then the same things continuously over time to see if you catch them out and if you do drop them like a big stone!
Ps: If they are in a chatroom and you want to find out, you may as well forget it. They could be anyone!

Is this online or in person? You could always hire a detective? How much are you willing to pay to find out. If it's online. Forget about it! You'll never know.

it requires a lot of experience in studying their behavior to know if they are telling the truth or not.

go out and talk to people you dont know and study their behavior. That will be a good start. Be cautious though, as some cultures are not used to being approached or talked by strangers.

met in person, or met on the net??
if you see someone in person, make sure to sneakily get hold of their fingerprints and have them checked by a private security/detective/whatever....
met on the net... well, if you have seen the person on cam, it should be easy to use that cam to make a pic of him/her. got to that private detective with the pic and ask them to find out some background....
