No it's an enquiry site. Thus explaining the website's name, 'Yahoo ANSWERS' and also explaining the giant green 'ASK', 'ANSWER' and 'DISCOVER' titles above.
Do you see the title 'CHAT' anywhere? No? My guess is that of the obvious and the obvious being that chatting is not permitted or encouraged here. Next time you might want to participate in this little site correctly and ask something that may be a little more complex to figure out.

It's more like a library. It's full of information but sometimes people start chatting in it. That's OK but if you get caught they throw you out.
