No it's an enquiry site. Thus explaining the website's name, 'Yahoo ANSWERS' and also explaining the giant green 'ASK', 'ANSWER' and 'DISCOVER' titles above.
Do you see the title 'CHAT' anywhere? No? My guess is that of the obvious and the obvious being that chatting is not permitted or encouraged here. Next time you might want to participate in this little site correctly and ask something that may be a little more complex to figure out.

no, I report people who ask to chat. But if they IM me about a question I answered, sometimes I chat a little bit.

It's more like a library. It's full of information but sometimes people start chatting in it. That's OK but if you get caught they throw you out.

This is a place to ask and answer questions that may be too unusual and embarrassing for normal use.
then learn from your mistakes and stop asking questions that breach yahoo answers community guidelines.
I would strongly suggest you read the yahoo answers community guidelines before posting questions that will infuriate people.
