yes definately... you may want to take your car in and ask them to check out your speedometer cable.

Many speedometers, and odometers are not 100% accurate. As has been said, tire size will affect them, worn or improper parts can also. You can test yours yourself pretty easy.

Find an open stretch of highway, and two known mileage points (or kilometers, whichever you use). The longer the stretch of road, the more accurate your test will be. I would use about a 10 mile stretch. Since there are 60 seconds in a minute, I like to use 60 mph. 1 mile should equal 1 minute. Start well before your "start point" and get up to 60 mph on your speedo. Start a stopwatch, or timer (maybe have a helper). Maintain a constant 60, and when you reach the 10 minute mark you should be at the ten mile point.

If your speedo is off, you can either have it repaired, or know that it is off and drive accordingly.

Yes, especially if you have gone to a much bigger or small tire than the car is suppose to have on it. You have speed sensors close to your tires that measure the speed of the vehicle as per manufacture specs that send the information back to the computer. If the tires are too big or small, the the sensor will give the wrong readings for the computer. There are a lot of variables that a good mechanic can look at to determine the problem.

As told by Alchemist, diameter of tyre, and change in the size of gears (due to wear etc) that are used in the mechanism of speedometer , can cause a variance. You can not expect precise accuracy even in brand new vehicle because the meters are for indication only and not for any scientific purpose. They just indicate approximate speed / distance covered. The manufacturers rely on other special purpose instruments for speed testing etc, and not on the meters included in the vehicle.

Yes, even on a brand new car, if you put different sized tires on it (than it came with), the speedometer can be off as much as 15 mph at highway speeds.
