We like to complain! Personally, I would like it to be just warm enough all the time, but then it would be so boring! And don't forget, English people are obsessed with the weather - what else would we have to talk about at bus stops?

Is not the best defense and of fence? Most like to start out with a reason in advance in the event something is noticed by another to be out of place or not as expected. If one gives an excuse in advance that maybe an outside force is having an influence on their appearance, condition, or state of mind an automatic excuse is in place before such can be mentioned.
One can say they are in the present mood because it is too hot or cold. One can say it it was not raining they would have dressed differently. Its always nice to be ready to defend ones actions prior to being accused of being wrong or in error.
Besides as one did mention what else is there to talk about when two people meet who know nothing personal about each other? Both are exposed to the same weather in the same place. Thus the weather is a common ground.
For a deeper look, why did you not ask, "Why can we not just be content with the situation and conditions in which we find ourselves?" Of course that answer is it seems very few are content and the complaint about the weather is a clear expression of that .

Because the English cant be happy. Most are habitual complainers and think that they still rule the world. Just be happy with what we have and enjoy life. It only happens once, and then you will complain when you are on your deathbed and think that you just flushed your life away and did nothing but complain.

Ah - everyone likes something about which to complain, and none more so than the Brits! As we have such changeable and unpredictable weather it makes it interesting to talk about and also means we never get used to one type of weather for any reasonable amount of time and so can't cope with any of them!
Revel in it - moaning about the weather is a national passtime and ain't going away!!

i do not ***** as such, yet I do sense uncomfortable in warm climate. inspite of the actuality that i don't like depressing, damp and depressing drizzle, a strong downpour is clean. I might want to imagine some people get slightly worried even as it rains lots because of flooding. except for that, the elements is an ice-breaker (communique-sensible), or maybe as moaners are moaning about the elements, they're not moaning or insulting people - perchance!

Just because we complain about teh weather doesn't mean we are not happy! We like to talk about the weather because it is so interesting. I mean, how many other countries would you find yourself wearing suncream one minute and then drenched from a storm the next?

Yeah the Irish are like that as well !!
Constantly moaning about the weather and sound like they are never happy.
All you hear is oh god it's terribly warm, isn't it just freezing out bla bla bla. If only we could find a happy medium

you are not correct many time when there is good climatic condition we are use to just be happy like a sunny day with moderate temperature and cool little breeze
