Where do you get that idea...I don't recall ever seeing arabians with fair complexion. The only explanation I could give is that when you see them it is usually on camera or in a photograph, in either case, it's the lighting that gives the impression of fair complexion. Many African-Americans look lighter complexion in photos and television than in real life.

it can take hundreds of thousands of years for a certain division, ethnic, racial, whatever, or human beings to adapt to a certain climate. skin coloration and hair type are some of these kinds of changes, so even though lighter skinned people may live in hot areas in which one would expect people's skin to be darker to deal with the sun's rays, its mostly arbitrary unless the group is an isolated hegemony of individuals living in one area for a long, long, LONG period of time. even then, most anthropologists and geneticists consider skin tone and similar traits to be more arbitrary than not. I'm going off of an Anthro class I took my freshman year of college, that's as technically accurate as I get ;)

People is the Arab states come in a vast variety of colors. I was at a souk in the desert and a stretch Suburban pulled up. (Talk about one ugly vehicle) The sheik got out and four women (wives) from light to black and 2 shades in between. Then a couple dozen kids in all shades.

They had adapted to their environment. And their frequent wearing of white clothes helped them of having a fair complexion. White bounces off or reflects all of the light, therefore lessen the effect of high tempreture to their bodies.

They cover themselves and do not expose their skin to the sun. As the sun is very harsh in most of Saudi Arabia, and they also have to deal with sandstorms, they generally cover themselves to protect their skin.

I don't know what Arabs you have been looking at, but all the ones I have seen have deep brown completions with dark hair.
