Has anyone else experienced emails of this nature? Can anyone elaborate on this subject?

There have been rumors going around about this for years. Chances are if you received it in an e-mail its a scam. Though I know that hotmail does have a pay service, I don't know a single person that has ever used it.

If your worried about your account one day racking up a huge bill, they can't do that. They would have to warn you before they started charging. And even then, you would probably have to go through some sort of new sign up process. That would be a hassle and a half, therefore I doubt hotmail will do it.

well i don't think hotmail would start charging, with so many free email service providers.User would switch if they start charging.
If you migh recall, same thing happened when netaddress.com started charging for there email service (@usa.net) and people moved to other service providers.

No i haven't received any such emails suggesting charges being applied to hotmail users.
