Since an orgasm is a highly variable and subjective experience even individually, it is about as meaningful to talk about a 'best' orgasm as it is to ask which of us sees the best colour red.
'Best' implies a qualitative property which is not measurable scientifically. You might be able to measure an orgasm's instensity in terms of brain activity but there would still be no way of saying whether 'strong' means 'best'. Since the funtion of an orgasm appears to be to reinforce the emotional relationship or liaison between two people, a 'best' orgasm would most correctly be defined as one which achieves this most successfully.
Hermaphrodite humans are so exceedingly rare and have so many complex physical problems that if you were to have their opinions it would not be in any way representative.

I am a man and personally I have had some earth shattering orgasms, this question is entirely subjective and therefore can never be truly concluded. Anyway I have to go now...I'm about to...to....whooaaaaaoooooarrrrgggghhhhhh!

Well scientists reckon, (don't ask me how they found out) that men have stronger orgasms, but women's last longer, so take your pick which you'd prefer!
