Whether it's normal or incest depends on the culture where you live.
In many middle-eastern countries, in India and Pakistan, it's quite common for first cousins to get married. This happens because most marriages there are arranged by relatives of the bride and groom, large sums of money is paid in dowry, and everything depends on the bride and groom having good reputations and coming from good families.
It's a lot easier to know and find out about the reputations and families of one's distant relatives than of some strangers. And it makes sense to keep the money in the extended family, when dowry is paid.
When immigrants come to western countries from these places, then probably some of them continue to marry their first cousins. There is no law against it anywhere.
And this means that at least officially, the answer to your question is 'no' it's not incest to have a relationship with your second cousin.

Well, from a legal stand point, it would be incest as in most states the closest relative you could possibly marry is a third cousin. I think anyway. Morally, however, it would still be INCEST! We've all had the crush on a cousin, sure. But there are just too many people in the world to really consider ponying anyone in your family. But there are always the hillbillies.......

That definitely depends on what state you're in. Here in Washington, it's illegal with anything but third cousins or farther. I believe in some states though, it is second cousins or further.
So, by where I'm standing, yes, it's incest, Incest Lover.
The reason being is because most times when you breed into your own family, it creates irregular, deformed, or retarded children.

Relationships with second cousins is definately NOT incestual.
There is statistically no chance of having deformities even betrween first cousins.
Most studies regard first cousins. Separating by another generation or degree of separation would result in the same as marrying a stranger.

Though, relationships with 1st and 2nd cousins aren't against the law in most places, it's not genetically good if it continues through your off spring. (Look at the kings and queens of Europe.) Third cousin is ok.. "third cousin - kissin' cousin." There is a reason for the saying.
Do some computer research on the subject... or shock, shock, go to the library.

well, if you are in-love with your cousin and your families approved the relationship that ok and if your are trying to protect the family's wealth then thats normal to a rich and famous families ... like you. In my country, the son of our president maried his second cousin and nobody and even the church accused or expressed disgust on them... maybe because they are affluent family.... but if your cousin force you to have a relationship with him/her then that's the time "quote and quote" called incest.

First and second cousins marrying is acceptable. My friend's parents (first cousins) had to get special permission from the Vatican to be able to marry in a Catholic church, that was a very long time ago.
Royal families and the really rich marry within their family (to keep the wealth and power). Cousins can marry too.
Brothers and sisters can't.

Incest. My father's cousins marry and they got a kid {now a 40 year old adult} with down syndrome. For them is OK, but not for society.
