Purely in terms of cards handed out, Spain are the fairest with an average of 1.5 yellow cards and no red cards per game. Germany were next fairest with 1.67 yellows per game and no reds. The least fair are Serbia and Montenegro, with 4 yellows and 0.67 reds per game.

I think that it would have to be either Australia, Switzerland or Ukraine. They dont dive. They play physically, but they try not to foul. They don't fake injury in order to stop the play, and they are always going...
France wasn't really fair, because just look at the penalty last night, I think that Henry embelished it JUST A LITTLE BIT:) and England is borderline. US is actually pretty fair but they just got a lot of fouls called because Italy was diving. Germany and Italy are by far the worst.

Stats for a virtual podium from the FIFA World Cup web site:
Yellow Cards: Spain 1,5 per match, USA 1,7 per match, Italy 1,7 per match.
Red Cards: 11 teams with no red cards at all (ESP, KSA, GER,FRA, BRA, ECU, JPN, IRN, CRC, PAR, KOR, SUI)
Fouls Committed: Japan 13 per match, Italy 14,8 per match, Brazil, England, Ivory Coast 15 per match
Just looking at hard stats you would say the podium of fair play in this world cup would be made up of Spain, Japan and Italy. This doesn't of course take into account other factors such as general sporting behaviour.
Bad boys of the tournament Portugal - most yellow cards, most red cards, 3rd highest total fouls and Ghana for fouls and yellow cards per match.
My own personal opinion is that England in general would probably take the prize (I am not English by the way!) although they do tend to exagerate about how bad everyone else is.

I would say T+T. In several instances they went above and beyond. In the first game against Sweden a player got hurt and Sweden kicked it out. When T+T returned the favor, they didn't boot it all the way down the field and out or all the way to the goalie. They threw it in to their own team, took a dribble, and passed it to a Swedish player about where he kicked it out and backed up giving him his first pass free. I think the Swedish player was surprised.
That's the way it used to be. It's hard to pinpoint when giving it back meant 60 yards in the wrong direction. Portugal did something cheeky yesterday (gasp!). One of their players went down when Barthez had possession and he immediately threw it out. The Portuguese, rather than throw it in to Barthez, threw it in and kicked it out giving France a throw-in deep in their own end and they pressured them, when it should have been a goal-kick. That's cheap!

That should be France. Less yellow cards, no controversy, and they played well
