Engaging in sex is not a requirement for reaching physical maturity.

Engaging in sex, living away from parents, even being a parent, are all experiences that can contribute to mental and emotional maturity.
But, some people have all these experiences and others and are still more immature than the average teenager. Other people who have chosen celibacy become very well adjusted, responsible adults.

The answer should be obvious. You don't have sex for first 12-15 years of your life, yet you grow up. Growing up (at least physically) requires food and nutrition, not sex.
