You might hear people say that the president is the most powerful person on Earth.
That's because the USA is the only global super power, as it has the most powerful military and the biggest economy, and the President is in charge of it.
Any global agreement on trade or the environment isn't as powerful as it could be unless it has US backing, and the president decides what gets that backing.

force Congressmen/women to pass a heck of a lot of legislation
against their wishes
make Libya decide not to be a terrorrist state anymore
make all Muslim countries hate us

The word "omnipotent" means all powerful and can only apply to one... hence the all thing. Only one person in the universe qualifies... that would be God. If you don't believe he is a person then all you can get are opinions... i.e. the most important person to my dog is me. I feed him and he understands the importance of this. At any rate there is nothing beyond "all powerful"... after that relevant importance in a particular circumstance is as close as you will get. That will change from moment to moment and place to place.... good luck.
