A Fabric test is important for a garment for several reasons.

fabric Quality will affect the overall garment
stretch in the material will effect the garment over time
Care instructions are based on these tests
if a garment is made of more than one fabric you need to make sure that one isn't going to stretch or shrink more than the other(s)
does the color fade this will affect the garment's appearance over time and if it bleeds (looses a lot of die in the wash) then it can ruin any other garment that it is washed with.
