Indian citizens like to boast about their country, telling they are this and that and telling the world the percentage of IndiaN professionals in US multinationals...my question is if they are such good brains, why arent they in India but in USA? Could that be the fact theirs is a dumb country?

I dont think you are able to differentiate between legacy (past), and future.
Currently, India is one of the fastest growing economies in the world. (Yes, even faster than the developed world) - Fact.
At the same time, currently US/UK/Japan etc are larger economies than India. Thus in absolute terms they are larger.
At the same time, if you apply some foresight, and common sense, a smaller size (in terms of economy) country but growing at a much faster pace will slowly catch up to the larger countries in the future.
Thus, it is easy to see, that today India may not have the high-tech and high profile institutions and development you talk about, but it is reaching there and FAST. It is the future.Something anyone would be proud about
To answer your question as to why such high profile institutions are not in india currently, you need to have common sense again, but this time know a bit more about history:
You have to remember India is a very young country. (59 years old only). Before that it was under occupation by none other than the West for over 300 years.
US has had independence for over 300 years, and Europe/UK for a whole lot longer. Their wealth and status is by legacy.
The British came to India as traders, and then ruled the country only because of its riches. So the reason why india had a late start was because it was being ruled by other powers.

WOW, just wow, just when I was starting to think that America consisted of intellignet and intelluctual human beings I had to come across your post. India, is not a dumb country, the main reason that so many indians brag and boast about all the successes of indians is because they are proud. And if I was to base the intelligence of Americans, just by your question alone, I would be ashamed to think that a country that I was borned in let someone has simple minded and thick skulled as you slip past our public schools systems. If you don't like India, then get out of India and stay out. You are an Indian yourself, I don't know why you hate the country so much. Many Indians IT professionals and scientists are coming back to India as Indian economy is improving along with that of China's. The brainy guys went to USA to earn more money but they were raised and they studied in India. That's the most important thing. Again, if you don't like India get out and stay out, and stop asking stupid questions.

No matter where u go, what u study, where u settle,the colour of your skin wil always show what u r. learn to accept ur roots , instead of ridiculing it.So many indians have acheived so much staying in India itself.Atleast they have acheived something, what do u think u have done that makes you think you are better than they are. They are intelligent because they know math better than any american. from the statastics u will find most of the asian (indian, chinese, or anyother) asians are smart in mathmtheical skills, moreover, they always takes study and life.... seriously, they are always passionate about studies and always willing to try and learn new things, no doubt americans are very intellignet too.. but at some points... but if american's are that much smart, why can't they try to stop the business going out of countries, such as computer business in india and etc... prove it.. why ?? and at last, more amount of americans are dropped out of school and work.. i know work is important but, study is more important than work.. cause you are going to work ur whole life.. soo ya for indian sutdy and family is important and family is the everyting and achieving goals...

There is no indian passport for US citizens. India does not allow dual citizenship. If you need to settle in india temporarily then have an OCI done in USA and then go to India.
