The NHL did that just last year after the player association and the league shut down an entire season over pay disputes.
What they basically agreed on is that each team has a maximum amount of money they can spend on players. It's up to the teams to decide how best to spend it. So the odd superstars can still command a relatively high pay, but the teams that rely on superstars would have to sacrifice on how much they spend on other players to get them. It evens things out.

Nothing will change. Actually you can easily figure out as many player are already earning non-official income from clubs. Their income is heavily subject to taxes in all Euro countries. Those taxes hit both player and his club, so part of the wages are split in benefits (a player doesn't buy home, or car, or spend for journeys and so on...) and I think (badly?) a main part is totally non-official. Often the owner of club is a many branch company, managing great income from sponsors. So, generate an non official extra cash seems an easy task, and paying players from this source allow to avoid taxes.
Of course, having a capping means more control in club activities, but great clubs still have more ways to create extra-income in benefits and non-official, so I don't guess this rule would be effective.

They would be sued in God knows what Court by all and sundry. I take your point but we cannot just pass legislation every time we feel something is unfair. I cannot see how we can ever stop the bigger football clubs in Europe dominating World football other than limiting the number of Foreigners they can play in their domestic competitions and UEFA competitions but again that probably transgresses some or other fair competetion law.

All the prima donnas eg beckham,ferdinand and the likes would **** themselves.Wont happen though as FIFA have no balls to take such action.Even the local FAs wouldnt dare try and introduce it.Pity really because then we would have a better chance of seeing some talented footballers instead of media products.

The lower clubs would have a better chance as most players go to the bigger clubs only for the wages can you imagine someone like say Ballack going to Chelsea if they only paid him say £750 a week i don't think so somehow.
