This was a fad in Japan about a year ago. The skirt is actually opaque and has the underwear screen printed on it, giving it the illusion that you're looking at the wearers underwear.
To answer your question .... Yes! I may even like it better if it were a naked butt being shown.

Only sick people would wear something like that. It is completely not appropriate where I am and the police will even fine or put you in jail for wearing something like that here. There was an article in the news a few months ago on a woman who wore stuff like that. What it is looks like what it isn't but that's still gross because it's all on your first impression. I even closed down that window when I saw something like that. I wouldn't even know that wasn't what it really liked until you said so.
